Here are 50+ Covid-19 Financial Assistance Schemes You Can Apply For

The Singapore government has announced four budgets to date: the Unity Budget, the Solidarity Budget, the Resilience Budget, and the Fortitude Budget. These budgets were introduced with the aim of alleviating the adverse impacts of COVID-19 on the Singapore economy. In these budgets, $93 billion have been set aside to preserve jobs, rescue businesses and entire industries, as well as to support Singaporeans during this extremely trying period. The Singapore government’s spending in the 2020 financial year constitutes the largest in Singapore’s history. This is the second time that the nation’s past reserves have been tapped on since its independence in 1965. 

With four different budgets announced, many Singaporeans may find it difficult to navigate the numerous financial schemes available to them. There are also numerous NGOs and private organisations offering support for Singaporeans during this trying time. To help bring some clarity to all of this, Kopi has compiled a list of financial assistance schemes that may be applicable to you and your family as of right now.

For most Singaporeans

Remaining Enhanced Care and Support

What is the pay-out?

  • $600 cash (if your assessable income for year of assessment 2019 is between $0 to $28,000)
  • $300 cash (if your assessable income for year of assessment 2019 is between $28,001 to $100,000)

Am I eligible?

  • You are eligible if you are a Singaporean aged 21 and above in 2020

How do I apply?

  • No application is required. This pay-out will automatically be credited into your bank account. Else, a cheque will be sent to you. 

One-Off SkillsFuture Credit Top-Up

What is the pay-out?

  • $500 SkillsFuture Credit top-up

Am I eligible?

  • You are eligible if you are a Singaporean aged 25 and above as of 31 December 2020
  • *Eligible only for Singaporeans aged 40 to 60s of 31 December 2020

What are the benefits?

  • You can opt to defer your income tax payments due in May, June and July 2020, to help ease your cash flow

Solidarity Utilities Credit

  • One-off $100 utilities credit for all property types

  • You rent an entire flat, and there must be at least one Singapore citizen tenant
  • And immediate family members living in the same flat must not own or have any interest in more than one property
  • Your household is eligible for further GST Voucher U-Save rebate for larger households if there are five or more household members (as reflected on NRIC)

How do I apply?

  • No application is required. Payments will be credited automatically to the utilities account of the household upon account opening​.

The Courage Fund Scheme 1

What is the pay-out?

  • One-time lump sum of up to $1,000 (depending on the household’s per capita income after being affected by COVID-19)

Am I eligible?

  • Your household is eligible if it meets all the following:
  • At least one household member is a Singapore Citizen or Permanent Resident
  • At least one household member contracted COVID-19, or was placed on Stay-Home Notice (SHN), mandatory Leave of Absence (LOA) or Home Quarantine Order (QO)
  • Household has gross monthly income of ≤$6,200, or gross monthly per capita income of ≤$2,000, prior to being affected by COVID-19 (as of 1 June 2020)
  • Household experienced a complete or partial (of at least 10%) loss of household income as a result of one household member contracting COVID-19, or was placed on SHN, LOA, or QO

How do I apply?

  • Application is required. Fill in the Courage Fund application form, which is to be submitted to any of the 24 Social Service Offices along with the following supporting documents:
  • NRIC
  • Bank account number 
  • Proof of QO/ LOA/ SHN/ hospitalisation for affected family member
  • Relevant documents showing reduction of income as a result of COVID-19 (e.g. payslips before and after the QO/ LOA/ SHN/ hospitalisation episode)


The Courage Fund (TCF) Scheme 2

What is the pay-out?

  • $30,000 for families of Healthcare workers
  • $20,000 for families of frontline workers and community volunteers
  • $10,000 for families of other persons who have succumbed to the virus

Am I eligible?

  • You are eligible if you are a dependent of a Singapore Citizen, Permanent Resident, or holder of a valid Employment Pass, Work Permit, Dependant’s Pass or Long-Term Social Visit Pass that has contracted and succumbed to COVID-19

Self-Employed Person Income Relief Scheme (SIRS)

What is the pay-out?

  • $1,000 cash per month for 9 months 

Am I eligible?

  • You are eligible if you meet all the following:
  • You are a Singapore citizen
  • You started working as a self-employed person no later than 25 March 2020
  • You earn a net trade income of no more than $100,000 a year
  • If you are also an employee, you do not earn more than $2,300 a month from employment work
  • You live in a property with an annual value of not more than $21,000
  • You do not own two or more properties
  • If you are married, you and your spouse do not own two or more properties together
  • If you are married, your spouse’s assessable income is not more than $70,000

  • No application is required (automatic enrolment) if, in addition to satisfying all of the above criteria, you:

  • Declared your self-employed income to IRAS for the financial year 2018
  • An application is required if:

NTUC Training Fund

What is the pay-out?

  • Allowance of $10/hour

Am I eligible?

  • You are eligible if you are a Singapore Citizen or Permanent Resident that is self-employed and your main source of income is and has been from self-employment with positive Net Trade Income

How do I apply?

  • You should first apply for a letter of eligibility. Following which, you can sign up for select courses under the SkillsFuture Series and approved sector-specific training programmes. At the end of the training, you must submit your claim to SEP2020v3@e2i.com.sg.

Workfare Income Supplement (WIS)

Workfare Special Payment

NTUC Care Fund (COVID-19)

What is the pay-out?

CDAC – SFCCA Hardship Assistance Fund Scheme

What is the pay-out?

  • Type of assistance will be assessed and determined on a case-by-case basis

  • You are eligible if you are a Chinese Singapore Citizen or Permanent Resident with a monthly gross income not exceeding $2,400

YMCA Financial Assistance and Capability for Employment Scheme (FACES) 

What is the pay-out?

  • Maximum disbursement of $100 per walk-in client for emergency situations (Bridging Fund)
  • Food and transportation vouchers for one to three months (Short Term Financial Assistance)

  • You are eligible if you meet all the following:
  • You are a Singapore Citizen or Permanent Resident, or one member of you immediate family is a Singapore Citizen or Permanent Resident

GST Voucher

What is the pay-out?

  • $300 (if the annual value of your home as of 21 December 2019 is less than $13,000)
  • $150 (if the annual value of your home as of 21 December 2019 is between $13,001 and $21,000)

  • You are eligible if you meets all the following:
  • You are a Singapore citizen that is residing in Singapore, aged 21 and above in 2020
  • Your income earned in 2018 as assessed by IRAS (assessable income for the year of assessment 2019) does not exceed $28,000

Job Support Scheme

What is the pay-out?

  • Government will co-fund between 25% to 75% of the first $4,600 of gross monthly wages paid to each local employee in a 10-month period (till August 2020) through cash subsidies (sector dependent)

Enhanced Wage Credit Scheme

What is the pay-out?

  • Government’s co-funding ratio for wage increases will be provided at 15% or 20% of qualifying wage increases in 2019

Am I eligible?

  • You are eligible if you are giving your Singaporean employees wage increases in 2013 – 2020, and they must meet all the following:
  • Received CPF contributions from a single employer for at least 3 calendar months in the preceding year
  • Have been on the employer’s payroll for at least 3 calendar months* in the qualifying year
  • Have at least $50 gross monthly wage increase (up to the Gross Monthly Wage ceiling of $5,000)
  • Must not also be the business owner of the same entity 
  • You must not be on the employer exclusion list
  • You must have substantial trade or business
  • You have not given, in IRAS’ opinion, false or misleading information to IRAS in order to obtain a payout or a higher amount of payout
  • You have not used, in IRAS’ opinion, one or more artificial, contrived or fraudulent steps in order to obtain a payout or a higher amount of payout
  • You have not been convicted in the qualifying or preceding year for making CPF contributions to Singaporeans who were not actively employed by the firm

How do I apply?

  • Application is not required. Wage Credit will be automatically paid to eligible employers annually, based on the CPF contributions that they make for their employees.

Temporary Bridging Loan Program (TBLP)

What are the benefits?

  • Eligible enterprises may borrow up to $5 million with the interest rate capped at 5% p.a., from Participating Financial Institutions (PFIs) for a repayment period of 5 years 
  • Eligible enterprises may also apply for up to 1-year deferral of principal repayment to help manage their debt, subject to assessment by the PFIs

  • You own a business entity that is registered and physically present in Singapore
  • The business must have at least 30% local equity held directly or indirectly by Singaporean(s) and/or Singapore PR(s), determined by the ultimate individual ownership

Enterprise Financing Scheme

What are the benefits?

  • Eligible enterprises may borrow up to $1 million per borrower for a repayment period of 5 years (overall loan exposure limit of S$50 million per borrower group across all areas)

  • You must own a business entity that is registered and physically present in Singapore
  • The business must have at least 30% local equity held directly or indirectly by Singaporean(s) and/or Singapore PR(s), determined by the ultimate individual ownership

Property Tax Rebates for Non-Residential Properties

What is the pay-out?

  • Owners of qualifying properties will be granted rebates of either 100%, 60%, or 30% on their property tax payable

Am I eligible?

  • You are eligible for a 100% rebate on your property tax if you own a:
  • Hotel room or function room of a hotel registered under the Hotels Act
  • Serviced apartment or serviced apartment function room
  • Premises of prescribed Meetings, Incentive Travel, Conventions and Exhibitions (MICE) venues
  • Premises of an international airport i.e. Singapore Changi Airport
  • Premises of a prescribed international cruise or regional ferry terminal (Singapore Cruise Centre, Marina Bay Cruise Centre Singapore and Tanah Merah Ferry Terminal)

  • Premises of tourist attractions
  • You are eligible for a 60% rebate on your property tax for Marina Bay Sands and Resorts World Sentosa

Enhanced Hiring Incentive

What is the pay-out?

  • Employers that hire a local worker aged below 40 who had gone through an eligible reskilling or training programme can receive salary support of 20% for six months, capped at $6,000 in total
  • Employers that hire a local worker aged 40 and above who had gone through an eligible reskilling programme or training programme can receive salary support of 40% for six months, capped at $12,000 in total

How do I apply?

Digital Resilience Bonus

What is the pay-out?

  • Categories are cumulative. 
  • E.g. an enterprise that adopts baseline, Category 1 and Category 2 solutions, will receive a total bonus payout of $5,000
  • An enterprise can receive up to $10,000, for adopting solutions across all categories (inclusive of baseline category)

Am I eligible?

  • You are eligible if you own a business in the food service and retail sector and adopt pre-defined categories of digital solutions

Rental Relief for Government Tenants

What are the benefits?

  • 5 months rental waivers for stallholders of hawker centres and markets 
  • 4 months rental waivers for commercial tenants 
  • 2 months rental waivers for industrial, office, and agricultural tenants

  • You are eligible if you are a commercial or non-residential tenant of government properties

Rental Relief for SMEs

What are the benefits?

  • Government will offset 2 months’ rental for qualifying SME tenants of commercial properties
  • Government will offset 1 month’s rental for qualifying SME tenants of industrial and office properties 

Am I eligible?

  • You are eligible if you are a SME tenant (with not more than $100 million in annual turnover) with qualifying leases or licences commencing before 25 March 2020

SkillsFuture Enterprise Credit

What is the pay-out?

What is the pay-out?

  • Eligible active full-time taxi and Private Car Hire (PHC) drivers can receive up to $20 per vehicle per day for 3 months

    • You continue driving your taxi or remain in the PHC platform during the period of assistance

  1. Hi, very useful but I am looking for a form to appeal for the 2 months rental waiver from landlord to tenant as per bills passed below on 5/6. Is there one?

    “Landlords that are unable to provide tenants with the additional rental waivers may seek an assessment on “grounds of financial hardship”.

    This may apply to smaller landlords who only own one property and have rent as a substantial part of their income, said Mr Shanmugam. He added that the Government will set out the criteria and landlords that qualify will only have to provide half of the waivers. ”
