On 17 July 2021, Singapore’s Ministry of Health announced that it would reinstating harsher dine-in rules in response to another spike in Covid-19 cases. This time around, however, the rules announced were more complicated due to differentiation based on vaccination status and age group.
Instead of explaining the rules to you, we made a simple tool that tells you whether or not your group is able to dine-in with the new restrictions in place.
Here are a few things to note:
- 💉 In order to be considered vaccinated, two weeks must have passed since your second dose of the Moderna or Pfizer vaccine. People who are inoculated with the Sinovac vaccines are not considered vaccinated under these rules.
- 🦠 To be considered recovered from Covid-19, you must have had the disease in the past 270 days.
- 👃 If you have done a Pre-Event Test (PET), the exemption notice must be for the duration of your dining-in.
- 🧒🏽 Children are anyone under the age of 12.
- ❓ Not all F&B outlets have the ability to determine your PET, vaccination and Covid recovery status. As such, these outlets might institute a blanket 2 people group cap. This is particularly the case with hawker centres, coffee shops and more recently fast food chains like McDonald’s, Burger King and Subway. Thus, check with the restaurant or F&B outlet before heading out.

If we had to simplify and summarise the new restrictions in 6 rules, they would be:
- ✅ Pre-Event Tested individuals and those who have recovered from Covid-19 in the past 270 days effectively enjoy the same provisions as vaccinated individuals
- ✅ If you are vaccinated, you can dine-in with four other vaccinated individuals.
- ✅ If you are unvaccinated, you can dine-in with one other individual.
- 🚫 Groups of five cannot contain both unvaccinated and vaccinated people. Every adult in a group of five must be vaccinated.
- ✅ If you are vaccinated, you can dine-in with up to four children from the same household
- ✅ If you are vaccinated, you can dine-in with a group consisting of 50% or less children from other households (3 Adults and 2 Children, 2 Adults and 2 Children, 1 Adult and 1 Child)
